　　ThatlawisthesameinthisrespectasthecommonlawofItalyandFrance；andtheconstitutionofBologna，wheresomanydoctresseshavefilledthechairsofmedicineandothersciences，makesnomoredirectprovisionforfemalestudentsthandoestheconstitutionofanyScotchorEnglishuniversity——Thewholethinglaywiththewomenthemselves，andwithlocalcivilization。Yearsago，ItalywasfarmorecivilizedthanEngland；soItalianwomentookalargesphere。OflatetheAnglo-Saxonhasgoneinforcivilizationwithhisusualenergy，andiseclipsingItaly；thereforehiswomenaspiretolargerspheresofintellectandaction，beginningintheStates，becauseAmericanwomenarebettereducatedthanEnglish。Theadvanceof_women_inusefulattainmentsisthemostinfalliblesigninanycountryofadvancingcivilization。Allthisaboutcivilizationismyobservation，sir，andnotthelawyer's。Nowforthelawyeragain:SuchbeingthelawofEngland，theBritishLegislaturepassedanactin1858，therealobjectofwhichwastoprotectthepublicagainstincapabledoctors，notagainstcapabledoctressesordoctors。Theactexcludesfrommedicalpracticeallpersonswhatever，maleorfemale，unlessregisteredinacertainregister；andtogetuponthatregistertheperson，maleorfemale，mustproducealicenseordiploma，grantedbyoneoftheBritishexaminingboardsspecifiedinascheduleattachedtotheact。
