　　NayIratherthinkbothoftheseshortcomings，fataldeficitsboth，arechargeableuponus；anditisthejointharvestofboththatwearenowreapingwithsuchhavoctoouraffairs。Iratherguess，theintellectoftheNineteenthCentury，sofullofmiracletoHeavysideandothers，isitselfamechanicalor_beaver_intellectratherthanahighoreminentlyhumanone。A
　　dimandmeanthoughauthentickindofintellect，this；venerableonlyindefectofbetter。Thiskindwillavailbutlittleinthehigherenterprisesofhumanintellect，especiallyinthathighestenterpriseofguidingmenHeavenward，which，afterall，istheonereal“governing“ofthemonthisGod’s-Earth：——anenterprisenottobeachievedbybeaverintellect，butbyotherhigherandhighestkinds。Thisisdeficit_first_。Andthen_secondly_，Governmentshave，reallytoafatalandextraordinaryextent，neglectedinlateagestosupplythemselveswithwhatintellectwasgoing；having，aswastoonaturalinthedimtime，takenupanotionthathumanintellect，orevenbeaverintellect，wasnotnecessarytothematall，butthatalittleofthe_vulpine_sortifattainable，supportedbyroutine，red-tapetraditions，andtolerableparliamentaryeloquenceonoccasion，wouldverywellsuffice。Amostfalseandimpiousnotion；leadingtofatallethargyonthepartofGovernments，whileNatureandFactwerepreparingstrangephenomenaincontradictiontoit。
　　Thesearetwoveryfataldeficits；——theremedyofeitherofwhichwouldbetheremedyofboth，couldwebutfindit！Forindeedtheyarevitallyconnected：oneofthemissuretoproducetheother；andbothonceinactiontogether，theadventofdarkness，certainenoughtoissueinanarchybyandby，goesonwithfrightfulacceleration。IfGovernmentsneglecttoinvitewhatnobleintellectthereis，thentoosurelyallintellect，notomnipotenttoresistbadinfluences，willtendtobecomebeaverishignobleintellect；andquittinghighaims，whichseemshutupfromit，willhelpitselfforwardinthewayofmakingmoneyandsuchlike；orwillevensinktobeshamintellect，helpingitselfbymethodswhicharenotonlybeaverishbutvulpine，andso“ignoble“asnottohavecommonhonesty。TheGovernment，takingnothoughttochooseintellectforitself，willgraduallyfindthatthereislessandlessofagoodqualitytochoosefrom：thus，asinallimpietiesitdoes，badgrowsworseatafrightful_double_rateofprogression；andyourimpietyistwicecursed。Ifyouareimpiousenoughtotoleratedarkness，youwillgetevermoredarknesstotolerate；andatthatinevitablestageoftheaccountinevitableinallsuchaccountswhenactuallightorelsedestructionisthealternative，youwillcalltotheHeavensandtheEarthforlight，andnonewillcome！
