  SomethinkingtoaddtotheMoney,haveobligedTraderstobringhomeBullion,inproportiontotheGoodstheyimported。MostCountrieshavetry’dsomeoralloftheseMeasures,andothersofthesameNature,andhavetryedcontraryMeasuresatonetime,fromwhattheyus’dimmediatlybefore,fromtheOpinion,thatsincetheMethodusedhadnottheeffectdesign’d,acontrarywould:Yetishasnotbeenfound,thatanyofthemhavepreserv’dorincreasedMoney;butonthecontrair。
  TheuseofBankshasbeenthebestMethodyetpractis’dfortheincreaseofMoney。Bankshavebeenlongus’dinItaly,butasI’minform’dtheInventionofthemwasowingtoSweedland。TheirMoneywasCopper,whichwasinconvient,byreasonofitsWeightandBulk;toremedythisInconveniency,aBankwassetupwheretheMoneymightbepledg’d,andCreditgiventotheValue,whichpastinPayments,andfacilitatTrade。
  TheDutchforthesamereasonsetuptheBankofAmsterdam。TheirMoneywasSilver,buttheirTradewassogreatastofindpaymentseveninSilverinconvenient。ThisBanklikethatofSweedland,isasecurePlace,whereMerchantsmaygiveinMoney,andhavecredittotradewith。BesidestheconvenienceofeasierandquickerPayments,theseBankssavestheExpenseofCasheers,theExpenseofBagsandCarriage,lossesbybadmoney,andtheMoneyissaferthanintheMerchantsHouses,for’tislesslyabletoFireorRobbery,thenecessaryMeasuresbeingtakentopreventthem。

  LastWar,EnglandsetupaBanktohavetheConvenienciesofthatatAmsterdam,andbytheirConstitutiontoencreaseMoney。ThisBankwasmadeupofSubscribers,wholenttheKing1200000lib。at8andathirdpercentfor11years,onaParliamentaryFund;Andwerepriviledg’dBankersforthattime。ThesumduebytheGovernmentwasaSecuritytothePeople,tomakegoodanyLossestheBankmightsuffer。

  ThestopofPaymentswhichhapnedtotheBankofScotland,wasforeseen,andmighthavebeenprevented。TheConsumptionofForreignGoods,andExpenseinEngland,beingmorethantheExportofGoodsdidpay;theBallancesentoutinMoneylessen’dtheCreditoftheBank。
  ForasCreditisvolunatary,itdependsontheQuantityofMoneyintheCountry,andIncreasesorDecreaseswithit。CoyningNotesofonePoundsupportedtheBank,byfurnishingPaperforsmallpayments,andtherebypreventingapartoftheDemandforMoney:bytheseNotestheBankmighthavekeptitsCredit,tillotherMethodshadbeentakentosupplytheCountrywithMoney;hadnotaReportofraisingtheMoneyoccasion’danextraordinaryDemand,whichinfewdaysexhausttheMoneyinBank,andputastoptopayments。
  ItwouldnothavebeeneasieinthatscarcityofMoneytohavegotenoughtosupporttheBank,thoMenofthebestCredithadundertakenit;ThatReportofraisingtheMoneyhavingonlyoccasionedaDemandfromthePeopleofEdinburgh。InashorttimeNoteswouldhavecomeinsofastfromtheCountry,thatwhatMoneycouldhavebeengot,wouldnothaveanswer’dtheDemand。
