  havetheutmostconfidenceinthehonestintentionsofthosewhoconcurinthismeasure;butIlamenttheirwantofacquaintancewiththecharacter&physicaladvantagesofthepeoplewho,rightorwrong,willsupposetheirinterestssacrificedonthisoccasiontothecontraryinterestsofthatpartoftheconfederacyinpossessionofpresentpower。Iftheydeclarethemselvesaseparatepeople,weareincapableofasingleefforttoretainthem。Ourcitizenscanneverbeinduced,eitherasmilitiaorassouldiers,togotheretocutthethroatsoftheirownbrothers&sons,orrathertobethemselvesthesubjectsinsteadoftheperpetratorsoftheparricide。
  Norwouldthatcountryrequitethecostofbeingretainedagainstthewillofit’sinhabitants,coulditbedone。Butitcannotbedone。
  TheyareablealreadytorescuethenavigationoftheMississippioutofthehandsofSpain,&toaddNewOrleanstotheirownterritory。
