  Impossible。Beforeproceedingtolegislate,then,wemustprovethattheyaretwo,andwhatisthedifferencebetweenthem,thatwhenweimposethepenaltyuponeither,everyonemayunderstandourproposal,andbeableinsomewaytojudgewhetherthepenaltyisfitlyorunfitlyinflicted。
