wishthatourAmericanpeoplehadmanyofthesequalities。JapaneseandAmericanstudents,travelers,scientificandliterarymen,merchantsengagedininternationaltrade,andthelikecanmeetontermsofentireequalityandshouldbegiventhefreestaccesseachtothecountryoftheother。ButtheJapanesethemselveswouldnottoleratetheintrusionintotheircountryofamassofAmericanswhowoulddisplaceJapaneseinthebusinessoftheland。Ithinktheyareentirelyrightinthisposition。IwouldbethefirsttoadmitthatJapanhastheabsoluterighttodeclareonwhattermsforeignersshallbeadmittedtoworkinhercountry,ortoownlandinhercountry,ortobecomecitizensofhercountry。Americahasandmustinsistuponthesameright。ThepeopleofCaliforniawererightininsistingthattheJapaneseshouldnotcomethitherinmass,thatthereshouldbenoinfluxoflaborers,ofagriculturalworkers,orsmalltradesmen——inshort,nomasssettlementorimmigration。
Unfortunately,duringthelatterpartofmytermasPresidentcertainunwiseanddemagogicagitatorsinCalifornia,toshowtheirdisapprovaloftheJapanesecomingintotheState,adoptedtheveryfoolishprocedureoftryingtoprovidebylawthattheJapanesechildrenshouldnotbeallowedtoattendtheschoolswiththewhitechildren,andoffensiveandinjuriouslanguagewasusedinconnectionwiththeproposal。TheFederalAdministrationpromptlytookupthematterwiththeCaliforniaauthorities,andIgotintopersonaltouchwiththem。AtmyrequesttheMayorofSanFranciscoandotherleadersinthemovementcameontoseeme。IexplainedthatthedutyoftheNationalGovernmentwastwofold:inthefirstplace,tomeeteveryreasonablewishandeveryrealneedofthepeopleofCaliforniaoranyotherStateindealingwiththepeopleofaforeignpower;and,inthenextplace,itselfexclusivelyandfullytoexercisetherightofdealingwiththisforeignpower。
