  WhilethetransientdynastiesofAsiahavebeencontinuallysubvertedbyacraftyvizierinthepalace,oravictoriousgeneralinthecamp,theOttomansuccessionhasbeenconfirmedbythepracticeoffivecenturies,andisnowincorporatedwiththevitalprincipleoftheTurkishnation。
  Tothespiritandconstitutionofthatnation,astrongandsingularinfluencemay,however,beascribed。TheprimitivesubjectsofOthmanwerethefourhundredfamiliesofwanderingTurkmans,whohadfollowedhisancestorsfromtheOxustotheSangar;andtheplainsofAnatoliaarestillcoveredwiththewhiteandblacktentsoftheirrusticbrethren。Butthisoriginaldropwasdissolvedinthemassofvoluntaryandvanquishedsubjects,who,underthenameofTurks,areunitedbythecommontiesofreligion,language,andmanners。Inthecities,fromErzeroumtoBelgrade,thatnationalappellationiscommontoalltheMoslems,thefirstandmosthonorableinhabitants;buttheyhaveabandoned,atleastinRomania,thevillages,andthecultivationoftheland,totheChristianpeasants。InthevigorousageoftheOttomangovernment,theTurkswerethemselvesexcludedfromallcivilandmilitaryhonors;andaservileclass,anartificialpeople,wasraisedbythedisciplineofeducationtoobey,toconquer,andtocommand。
