  3。“Publicinterestinthefateorprobableoutcomeofthatmysteriousbookcalled’TheNewPapacy;or,BehindtheScenesintheSalvationArmy,’continuesunabated,thoughthelineofproceedingsbythepublisherandhissolicitor,Mr。Smoke,ofWatson,Thorne,Smoke,andMasten,hasnotbeenalteredsinceyesterday。Thebook,nodoubt,willbeissuedinsomeform。Sofarasknown,onlyonecompletecopyremains,andthewhereaboutsofthisisasecretwhichwillbeprofoundlykept。ItissafetosaythatiftheCommissionerkeptonguessinguntilthenextanniversary,hewouldnotstrikethesecluded[285]locationoftheonevolumeamongfivethousandwhichescaped,whenheandhisassistant,Mr。FredPerry,believedtheyhadcasteveryvestigeoftheforbiddenworkintothefieryfurnace。OnTuesdaylast,whenthediscoverywasmadethatacopyof’TheNewPapacy’wasinexistence,PublisherBritnell,ofYongeStreet,wasatoncethesuspectedholder,andinashorttimehisbook-storewastheresortofarmyagentssenttoreconnoitre““TorontoNews。”April28th,1889。

  Sir,——IfMr。Cunninghamdoubtstheefficacyofthestruggleforexistence,asafactorinsocialconditions,heshouldfindfaultwithMr。Boothandnotwithme。
  “Iamlabouringundernodelusionastothepossibilityofinauguratingthemillenniumbymysocialspecific。Inthestruggleoflifetheweakestwillgotothewall,andtherearesomanyweak。Thefittestintoothandclawwillsurvive。Allthatwecandoistosoftenthelotoftheunfit,andmaketheirsufferinglesshorriblethanitisatpresent““InDarkestEngland。”p。44。
  ThatiswhatMr。CunninghamwouldhavefoundifhehadreadMr。Booth’sbookwithattention。And,ifhewillbestowequalpainsonmysecondletter,hewilldiscoverthathehasinterpolatedtheword“wilfully“
  inhisstatementofmy“argument。”whichrunsthus:“Shuttinghiseyestothenecessaryconsequencesofthestruggleforlife,theexistenceofwhichheadmitsasfullyasanyDarwinian,Mr。Boothtellsmenwhoseevilcaseisoneofthoseconsequencesthatenvyisacorner-stoneofourcompetitivesystem。”Mr。[287]Cunningham’sphysiologicalstudieswillhaveinformedhimthattheprocessof“shuttingtheeyes。”intheliteralsenseofthewords,isnotalwayswilful;andIproposetoillustrate,bythecrucialinstancehisownletterfurnishes,thatthe“shuttingoftheeyes“ofthemindtotheobviousconsequencesofacceptedpropositionsmayalsobeinvoluntary。
  Atleast,Ihopeso。
  1。“Soonerorlater。”saysMr。Cunningham,“thepopulationproblemwillblockthewayoncemore。”Whatdoesthismean,exceptthatmultiplication,excessiveinrelationtothecontemporaneousmeansofsupport,willcreateaseverecompetitionforthosemeans?Andthisseemstometobeaprettyaccurate“reflectionoftheconceptionsofMalthus“andtheotherpoorbenightedfolksofapastgenerationatwhomMr。Cunninghamsneers。
  2。Bywayofleavingnodoubtuponthissubject,Mr。Cunninghamfurthertellsus,“Thestruggleforexistenceisalwaysgoingon,ofcourse;letusthankDarwinformakingusrealizeit。”ItispleasanttomeetwithalittlegratitudetoDarwinamongtheepigoniwhoaresquabblingovertheheritageheconqueredforthem,butMr。
  Cunningham’spersonalexpressionofthatfeelingishasty。Foritisobviousthathehasnot“realized“thesignificanceofDarwin’steaching——indeed,IfailtodiscoverinMr。Cunningham’sletteranysignthathehaseven“realized“what[288]hewouldbeat。Ifthe“struggleforexistenceisalwaysgoingon“;andif,asIsupposewillbegranted,industrialcompetitionisonephaseofthatstruggle,I
  failtoseehowmyconclusionthatitissheerwickednesstotellignorantmenthat“envy“isacorner-stoneofcompetitioncanbedisputed。
  Mr。Cunninghamhasfollowedtheleadofthatpolishedandinstructedperson,Mr。BenTillett,inrebukingmeforastheassociatessay
  attackingMr。Booth’spersonalcharacter。Ofcourse,whenIwaswriting,Ididnotdoubtthatthisveryhandy,thoughnottooclean,weaponwouldbeusedbyoneorotherofMr。Booth’ssupporters。Andmyactionwasfinallydecidedbythefollowingconsiderations:Ihappentobeamemberofoneofthelargestlifeinsurancesocieties。Thereisavacancyinthedirectoryatpresent,forwhichhalfadozengentlemenarecandidates。Now,Isaidtomyself,supposingthatoneofthesegentlemenwhosepardonIhumblybegforstartingthehypothesis,sayMr。A。,inhisadministrativecapacityandasamanofbusiness,hasbeenthesubjectofsuchobservationsasaJudgeontheBenchbestoweduponMr。Booth,isheapersonforwhomIcanproperlyvote?And,ifIfind,whenIgotothemeetingofthepolicy-holders,thatmostofthemknownothingofthisandotherevidencesofwhat,bythemildestjudgment,mustbetermedMr。A。’sunfitnessforadministrative[289]responsibilities,amItoletthemremainintheirignorance?Ileavetheansweranditsapplicationtomenofsenseandintegrity。
  ThementionofMr。Cunningham’sallyremindsmethatIhaveomittedtothankMr。Tillettforhisveryusefulandinstructiveletter;andI
  hastentorepairaneglectwhichIassureMr。Tillettwasmoreapparentthanreal。Mr。Tillett’sletterisdatedDecember20th。Onthe21stthefollowingpregnanthoweverunconsciouscommentaryuponitappearedin“Reynolds’sNewspaper“:-
  “IhavealwaysmaintainedthattheSalvationArmyisoneofthemightiestSocialisticagenciesinthecountry;andnowProfessorHuxleycomesintoconfirmthatview。Howcoulditbeotherwise?ThefantasticreligioussideofSalvationismwilldisappearinthecourseoftime,andwhatwillbeleft?Alargenumberofmenandwomenwhohavebeenorganized,disciplined,andtaughttolookforsomethingbetterthantheirpresentcondition,andwhohavebecomepublicspeakersandnotafraidofridicule。ThereyouhavetherawmaterialsforaSocialistarmy。”
  Mr。BenTillettevidentlyknowsLatinenoughtoconstrueproximusardet。
  Itrustthatthepublicwillnotallowthemselvestobeledawaybythefalseissueswhichare[290]dangledbeforethem。Amanreallymaylovehisfellow-men;cherishanyformofChristianityhepleases;andholdnotonlythatDarwinismis“totteringtoitsfall。”but,ifhepleases,theequallysanebeliefthatitneverexisted;andyetmayfeelithisdutytooppose,tothebestofhiscapacity,despoticSocialisminallitsforms,and,moreparticularly,initsBoothiandisguise。

  Sir,——IammuchobligedtoMessrs。Ranger,Burton,andMatthewsfortheirpromptanswertomyquestions。IpresumeitappliestoallmoneycollectedbytheagencyoftheSalvationArmy,thoughnotspecificallygivenforthepurposesofthe“ChristianMission“namedinthedeedof1878;toallsumsraisedbymortgageuponhousesandlandsogiven;
  and,further,tofundssubscribedforMr。Booth’svariousprojects,whichhavenoapparentreferencetotheobjectsofthe“ChristianMission“asdefinedinthedeed。Otherwise,touseaphrasewhichhasbecomeclassical,“itdoesnotassistusmuch。”ButImustleavethesepointstopersonslearnedinthelaw。

  SIR,——AletterfromMr。Booth-Clibborn,datedJanuary3rd,appearedinthe“Times“ofyesterday。Thiselaboratedocumentoccupiesthreecolumnsofsmallprint——spaceenough,assuredly,foraneffectualreplytothesevenlettersofminetowhichthewriterrefers,ifanysuchwereforthcoming。Mr。Booth-Clibbornsignshimself“CommissioneroftheSalvationArmyforFranceandSwitzerland。”buthesaysthatheacceptsmy“challenge“withouttheknowledgeofhischiefs。
  Consideringtheself-damagingcharacterofhisletter,itwas,perhaps,hardlynecessarytomakethatstatement。
  Mr。“Commissioner“Booth-Clibbornspeaksofmy“challenge。”Ipresumethathereferstomyrequestforinformationabouttheauthorshipandfateof“TheNewPapacy。”intheletter[295]publishedinthe“Times“
  onDecember27th,1890。The“Commissioner“dealswiththismatterinparagraphNo。4ofhisletter;andIobserve,withnolittlesatisfaction,thathedoesnotventuretocontrovertanyoneofthestatementsofmywitnesses。Hetacitlyadmitsthattheauthorof“TheNewPapacy“wasaperson“greatlyesteemedinToronto。”andthatheheld“ahighpositioninthearmy“;further,thattheCanadian“Commissioner“thoughtitworthwhiletopaytheprinter’sbill,inorderthatthecopiesalreadyprintedoffmightbedestroyedandthepamphleteffectuallysuppressed。Thustheessentialfactsofthecaseareadmittedandestablishedbeyondquestion。
  HowdoesMr。Booth-Clibborntrytoexplainthemaway?
  “Mr。Sumner,whowrotethelittlebookinahotfit,soonregretteditasanymanwoulddowhoseconscienceshowedhiminacalmermomentwhenhis’respectability’returnedwithhisrepentance,thathehadgrosslymisrepresented,andjustbeforeitappearedofferedtoorderitssuppressionifthearmywouldpaythecostsalreadyincurred,andwhichhewasunabletobear。”
  “TheNewPapacy“fillssixtycloselyprintedduodecimopages。Itiscarefullywritten,andforthemostpartinstudiouslymoderatelanguage;moreover,itcontainsmanyprecisedetailsand[296]
  figures,theascertainmentofwhichmusthavetakenmuchtimeandtrouble。Yet,forsooth,itwaswrittenin“ahotfit。”
  Isincerelyhope,forthesakeofhisowncredit,thatMr。
  “Commissioner“Booth-ClibborndoesnotknowasmuchaboutthismelancholybusinessasIdo。Myhandsareunfortunatelytied,andI
  amnotatlibertytousealltheinformationinmypossession。Imustcontentmyselfwithquotingthefollowingpassagefromtheprefaceto“TheNewPapacy“:——
  “Ithasnotbeenwithoutconsiderablethoughtandagooddealofurgingthatthefollowingpageshavebeengiventothepublic。Butthoughwewouldhaveshrunkfromalaboursodistasteful,andhavegladlyavoidedanotorietyanythingbutpleasanttothefeelings,orconducivetoourmaterialwelfare,wehavefeltthatintheinterestsofthebenevolentpublic,intheinterestsofreligion,intheinterestsofabandofdevotedmenandwomenwhosepersonalendsarebeingdefeated,andthefruitofwhoselabourisbeingdestroyed,and,aboveall,intheinterestsofthatfuturewhichliesbeforetheSalvationArmyitself,ifpurgedandpurifiedinitsexecutiveandreturnedtoitsoriginalpositionintheranksofCanadianChristianeffort,itisnomorethanourdutytothrowsuchlightasweareableuponitstrueinwardness,andwiththatobjectandforthe[297]

  TheprefaceisdatedApril1889。Accordingtothestatementinthe“TorontoTelegram“whichMr。“Commissioner“Booth-Clibborndoesnotdaretodispute,hisCanadianfellow-“Commissioner“boughtanddestroyedthewholeeditionof“TheNewPapacy“abouttheendofthethirdweekinApril。Itisclearthatthewriteroftheparagraphquotedfromtheprefacewaswelloutofa“hotfit。”ifhehadeverbeeninone,whilehehadnotenteredonthestageofrepentancewithinthreeweeksofthattime。Mr。“Commissioner“Booth-Clibborn’sscandalousinsinuationsthatMr。Sumnerwasbribedby“afewsovereigns。”andthathewas“boughtoff。”inthefaceofhisownadmissionthatMr。Sumner“offeredtoorderitssuppressionifthearmywouldpaythecostsalreadyincurred,andwhichhewasunabletobear“isacrucialexampleofthatJesuitrywithwhichtheofficialsofthearmyhavebeensofrequentlycharged。
  Mr。“Commissioner“Booth-Clibbornsaysthatwhen“Londonheadquartersheardoftheaffair,itdisapprovedoftheactionoftheCommissioner。”Thatcircumstanceindicatesthatheadquartersisnotwhollydevoidofintelligence;butithasnothingtodowiththevalueofMr。Sumner’sevidence,whichisallIamconcernedabout。VerylikelyLondonheadquarterswilldisapproveofitsFrench[298]
  “Commissioner’s“presentaction。Butwhatthen?TheupshotofallthisisthatMr。Booth-ClibbornhasmadeasgreatablunderassimpleMr。
  Trotterdid。ThepairofBalaamsgreatlydesiredtocurse,buthavebeencompelledtobless。Theyhave,betweenthem,completelyjustifiedmyrelianceonMr。Sumnerasaperfectlytrustworthywitness;andneitherofthemhasdaredtochallengetheaccuracyofonesolitarystatementmadebythatworthygentleman,whosefullstoryIhopesomedayorothertoseesetbeforethepublic。Thenthetruecausesofhisactionwillbemadeknown。
  Paragraph2ofthe“Commissioner’s“lettersaysmanythings,butnotmuchaboutMr。Hodges。Thecolumnsofthe“Times“recentlyshowedthatMr。HodgeswasabletocompelanapologyfromMr。Trotter。Ileaveittohimtodealwiththe“Commissioner。”
  Astothe“Eagle“case,treatedofinparagraphNo。3,agentlemanwellversedinthelaw,whowasincourtduringthehearingoftheappeal,hasassuredmethattheargumentwaspurelytechnical;thatthefactswereveryslightlygoneinto;andthat,sofarasheknows,nodissentingcommentwasmadeonthestricturesoftheJudgebeforewhomthecasefirstcame。Moreover,inthejudgmentoftheMasteroftheRolls,fullyrecordedinthe“Times“ofFebruary14th,1884,thefollowingpassagesoccur:——
  [299]“ThecasehadbeenheardbyalearnedJudge,whohadexercisedhisdiscretionuponit,andtheCourtwouldnotinterferewithhisdiscretionunlesstheycouldseethathewaswrong。ThelearnedJudgehadtakenastrongviewoftheconductofthedefendant,butneverthelesshadsaidthathewouldhavegivenreliefifhecouldhaveseenhowfarprotectionandcompensationcouldbegiven。AndifthisCourtdifferedfromhiminthatview,andcouldgivereliefwithoutforfeiture,theywouldbeactingonhisownprincipleindoingso。
  Certainsuggestionshadbeenmadewiththatview,andtheCourthadtoconsiderthecaseunderallthecircumstances……HehimselftheMasteroftheRollsconsideredthatitwasprobablethedefendant,withhisprinciples,hadintendedtodestroythepropertyasapublic-house,andthatitwasnotrightthustotakepropertyunderacovenanttokeepitupasapublic-house,intendingtodestroyitassuch。Hedidnot,however,thinkthiswasenoughtodeprivehimofallrelief。Thedefendantcouldonlyexpectsevereterms。”
  Yet,Sir,Mr。“Commissioner“Booth-Clibborn,thishighofficialoftheSalvationArmy,hastheaudacitytotellthepublicthatifIhadmadeinquiriesIshouldhavefoundthat“intheCourtofAppealtheJudgereversedthedecisionofhispredecessorasregardsseveneighthsoftheproperty,andtheGeneralwasdeclaredtohaveacted[300]allalongwithstraightforwardnessandgoodfaith。”
  ButthenatureofMr。“Commissioner“Booth-Clibborn’sconceptionsofstraightforwardnessandgoodfaithissomarvellouslyillustratedbytheportionsofhisletterwithwhichIhavedealtthatIdoubtnothisstatementsarequiteuptothelevelofthe“Army“RegulationsandInstructionsinregardtothosecardinalvirtues。AsIpointedoutmustbethecase,theslaveissubduedtothatheworksin。
  Formyself,ImustconfessthattheprocessofwadingthroughMr。
  “Commissioner’s“verboseandclumsypleadingshasgivenmea“hotfit。”which,Iundertaketosay,willbefollowedbynotsomuchasapassingshiverofrepentance。Anditisundertheinfluenceofthegenialwarmthdiffusedthroughtheframe,ononeofthoserareoccasionswhenonemaybe“angryandsinnot。”thatIinfringemyresolutiontotroubleyouwithnomoreletters。Onreflection,Iamconvincedthatitisundesirablethatthepublicshouldbemisled,forevenafewdays,bymisrepresentationssoserious。
  IamcopiouslyabusedforspeakingoftheJesuiticalmethodsofthesuperiorofficialsoftheSalvationArmy。Butthefollowingfactshavenotbeen,and,Ibelieve,cannotbe,denied:——

  Moreover,theletterofminetowhichMr。Steadrefersinhisfirstcommunicationtomeisnottheletterwhichappearedonthe13th,ashestates,butthatwhichyoupublishedonDecember27th,1890。

  Thesewords,whichIgiveinitalics,1definethepurposesoftheschemetobe“forthesocialandmoralregenerationandimprovementofpersonsneedy,destitute,degraded,orcriminal,insomemannerindicated,implied,orsuggestedinthebookcalled’InDarkestEngland。’“WhenceIapprehendthat,ifthewholefundscollectedareappliedto“motheringsociety“bythehelpofspeculativeattorney“tribunesofthepeople。”thepurposesofthetrustwillbeunassailablyfulfilled。2Thenameistobe“DarkestEnglandScheme。”3theGeneraloftheSalvationArmyistobe“DirectoroftheScheme。”Trulyvaluableinformationallthis!Buttakingitforwhatitisworth,the[315]publicmustnotbemisledintosupposingthatithastheleastbearinguponthequestionstowhichneitherI,noranybodyelse,hasyetbeenabletoobtainanintelligibleanswer,andthatis,wherearethevastfundswhichhavebeenobtained,inonewayoranother,duringthelastdozenyearsinthenameoftheSalvationArmy?WhereisthepresumablyamendedTrustDeedof1888?I

  II。Withrespecttothe“Eagle“case,IamadvisedthatDr。Greenwood,whosegoodfaithIdonotquestion,hasbeenmisledintomisrepresentingitintheappendixtohispamphlet。Andcertainly,theevidenceofauthoritativerecordswhichIhavehadtheopportunityofperusing,appearstomynon-legalmindtobeutterlyatvariancewiththestatementtowhichDr。Greenwoodstandscommitted。Imayobserve,further,thattheexcuseallegedonbehalfofMr。Booth,thathesignedtheaffidavitsetbeforehimbyhissolicitorswithoutdulyconsideringitscontents,isonewhichIshouldnotliketohaveputforwardwerethecasemyown。Itmaybe,andoftenis,necessaryforapersontosignanaffidavitwithout[316]beingablefullytoappreciatethetechnicallanguageinwhichitiscouched。Buthissolicitorwillalwaysinstructhimastotheeffectoftheseterms。
