pleasedoralarmed,Heretheyfeltitspulse;andastheyfoundthat
beattheythoughtthemselvessickorsound。Idonotsaywhethertheywererightorwrong
inapplyingyourgeneralargumentstotheirowncase。Itisnoteasy,indeed,tomake
amonopolyoftheoremsandcorollaries。Thefactisthattheydidthusapplythose
generalarguments;andyourmodeofgoverningthem,whetherthroughlenityor
indolence,throughwisdomormistake,confirmedthemintheimaginationthat
they,aswellasyou,hadaninterestin

legislativeassemblies。Theirgovernmentsarepopular[注:Popular=Popular
gevernment。纯自治制之政府。]inahighdegree;somearemerely

也。其地主居英而选州长(Governer)赴美治之者曰Proprietarygovernment。如Pennsylvania,Maryland
是也。其直隶英王者曰RoyalProvinces。如Virginia,Carolina诸州是也。]popular;inall,
thepopularrepresentativeisthemostweighty;andthisshareofthepeople
intheirordinarygovernmentneverfailstoinspirethemwithloftysentiments,and
withastrongaversionfromwhatevertendstodeprivethemoftheirchief
importance。
5。Ifanythingwerewantingtothisnecesaryoperationoftheformofgovrnment,
religionwouldhavegivenitacompleteeffect。Religion,alwaysaprincipleof
energy,inthisnewpeopleisnowaywornoutorimpaired;andtheirmodeof
professingitisalsoonemaincauseofthisfreespirit。ThepeopleareProtestants,
andofthatkind[注:Ofthatkind。谓Puritans,Presbytrians诸宗派也。]
whichisthemostadversetoallimplicitsubmissionofmindandopinion。
Thisisapersuasionnotonlyfavorabletoliberty,butbuiltuponit。
Idonotthink,sir,thatthereasonofthisaversenessinthedissentingchurches
[注:Dissentingchurches。背英之国义EpiscopalChurch而独立之宗派。即Puritans,Presbyterians
诸宗是也。]fromallthatlookslikeabsolutegovernmentissomuchtobesoughtin
theirreligioustesetsasintheirhistory,EveryoneknowsthattheRomanCatholic
religionisatleastcoeval[注:Coeval同诗而生之义。喻政府与旧教相依相赖也。]withmostofthe
governmentswhereitprevails;thatithasgenerallygonehandinhandwith
them,andreceivedgreatfavorandeverykindofsupportfromauthority。Thechurch
ofEngland,too,wasformedfrom
hercradleunderthenursingcareofregulargovernment。Butthedissentinginterestshave
sprungupindirectoppositiontoalltheordinarypowersoftheworld,andcould
justifythatoppositiononlyonastrongclaimtonaturalliberty。
